NUOVE DISPOSIZIONI IN MATERIA DI INGRESSO DEI CITTADINI ITALIANI IN KAZAKHSTAN

LE AUTORITA’ KAZAKE HANNO RESO NOTE UNA SERIE DI  DISPOSIZIONI  ATTUALMENTE VIGENTI IN MATERIA DI INGRESSO DEI CITTADINI STRANIERI NEL TERRITORIO DELLA REPUBBLICA DEL KAZAKHSTAN

1. Until the sanitary and epidemiological situation improves, it is  temporarily restricted  the crossing of the State Border of the Republic of Kazakhstan by (…)  foreigners (and  stateless persons), with the exception of:

– personnel of the diplomatic service of the country and foreign states, and members of their families;

– members of official delegations, as well as members of delegations of international organizations traveling to Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

– foreigners who are employees of international organizations accredited in the Republic of Kazakhstan;

– members of train and locomotive crews, crews of aircraft and ships and persons participating in railway transportation processes, operations for receiving, delivering and escorting goods, trains carrying goods in international traffic;

– foreigners who are employees of Kazakhstani airlines, upon confirmation of their status;

– family members of foreigners who are employees of Kazakhstani airlines (subject to confirmation of the fact of family ties – spouse and their children), but no more than 1 time in 30 days;

– service personnel of foreign cross-border facilities on the territory of the Republic of Kazakhstan and service personnel of Kazakhstan cross-border facilities on the territory of neighboring states to perform official duties – if there is a certified personal list of employees;

– employees of the Intergovernmental Courier Communications of the Republic of Kazakhstan and foreign states, upon confirmation of the status;;

– foreigners (stateless persons) who have written invitations from scientific organizations in the field of health care of the Republic of Kazakhstan (according to the list approved by the Ministry of Health of the Republic of Kazakhstan), exclusively for surgical methods of treatment (accompanied by no more than two adults);

– foreigners arriving in the Republic of Kazakhstan through air checkpoints for further departure or departure through automobile checkpoints to the country of citizenship, at the request of diplomatic missions and consular offices of their states, subject to their exıt by agreement and assistance of diplomatic missions and consular offices of these states ;

– persons going to the funeral of family members and close relatives (spouse (spouse), parents (parent), children, adoptive parents (daughters), adopted children (adopted), full and half brothers and sisters, grandfather, grandmother, grandchildren) at the presence of supporting documents, as well as persons accompanying the body (ashes) of deceased family members and close relatives to the place of burial;

– persons traveling to care for seriously ill family members and close relatives (spouse (spouse), parents (parent), children, adoptive parents (adoptees), adopted children (adopted), full and half brothers and sisters, grandfather, grandmother, grandchildren ) and their minor children, in the presence of supporting documents from a medical institution about a serious illness;

– foreigners (stateless persons, documented by a foreign state with a certificate of a stateless person) who previously entered the territory of the Republic of Kazakhstan for their departure from the country;

– foreigners (or stateless persons) who have residence permits (or oralman status) on the territory of the Republic of Kazakhstan and their family members (spouse, their children) – no more than 1 time in 90 days;*

– foreigners (or stateless persons) who are family members of citizens of the Republic of Kazakhstan – subject to confirmation of the fact of family ties (spouse, their parents and children) and their minor children – no more than 1 time in 90 days;*

– foreigners studying in educational institutions on the territory of the Republic of Kazakhstan (pupils, students, listeners, cadets), as well as in the case of their entry into the Republic of Kazakhstan to extend study visas, issue student ID-cards, take exams (tests) if available invitations of Kazakhstani educational institutions. In the event that a foreign citizen entering for the purposes specified in this subparagraph is a minor, he is allowed to be accompanied by his parents (guardians or trustees);

– drivers engaged in international cargo transportation (no more than 2 drivers per cargo vehicle), in the presence of driving licenses of the corresponding category and owners of goods carrying out agricultural activities – upon presentation of documents confirming the implementation of agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);

– drivers carrying out the transportation of persons who, in accordance with this procedure, are allowed to cross the State Border of the Republic of Kazakhstan and evacuation flights;

– foreigners – employees (specialists) of companies of social significance, according to the list approved by a specially created Interdepartmental Commission chaired by the Deputy Prime Minister of the Republic of Kazakhstan for each individual case;

– persons engaged in the supply of automobile and special vehicles under the concluded contracts according to the list approved by a specially created Interdepartmental Commission chaired by the Deputy Prime Minister of the Republic of Kazakhstan for each individual case;

– wanted and convicted from among foreigners (stateless persons) and citizens of the Republic of Kazakhstan, transferred (issued) in the procedure of extradition, as well as those who receive and transfer them to escort service officers – on the basis of the decision of the General Prosecutor’s Office of the Republic of Kazakhstan and the corresponding letter of the Committee of Criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan;

– foreigners (stateless persons) from the crew of sea-going vessels traveling to the Republic of Kazakhstan outside the crews for a change – if there are documents confirming the status and membership of the crews of sea (river) vessels;

– foreign medical personnel traveling to Kazakhstan to provide medical assistance at the invitation of state and local executive bodies of the Republic of Kazakhstan, as well as within the framework of humanitarian assistance from foreign states or international organizations.

2. It is allowed for citizens of the Republic of Kazakhstan to travel to foreign countries, with which, by the decision of the Government of the Republic of Kazakhstan, direct (regular, irregular charter flights) air communication has been resumed, as well as entry / transit travel to / through the territory of the Republic of Kazakhstan of foreigners from among citizens of states with whom by decision of the Government of the Republic of Kazakhstan, direct (regular, irregular charter flights) air traffic was resumed – subject to compliance with visa requirements, unless another procedure is provided for by international agreements of the Republic of Kazakhstan.

3. In the seaports of Aktau and Kuryk, it is prohibited to carry passengers, with the exception of drivers of freight vehicles, citizens of the Republic of Kazakhstan returning to the Republic of Kazakhstan and their personal vehicles. The transshipment of goods through seaports must be carried out strictly in compliance with sanitary and epidemiological standards. It is prohibited for the crew to leave the ships.

4. Together with the interested state bodies, it is allowed to pass through the border of aircraft and ground equipment involved in launch campaigns from the Baikonur cosmodrome and activities for the search and evacuation from the landing site of cosmonauts and descent space objects – subject to the established procedure of state permits. bodies of the Republic of Kazakhstan to cross the State Border and stay on the territory of the Republic of Kazakhstan.

5. Permitted by the Ministry of Foreign Affairs of the Republic of Kazakhstan in agreement (including in working order) with the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan with an official request from diplomatic services foreign states to determine the possibility of transit traffic through the Republic of Kazakhstan.

Si rammenta, inoltre, l’obbligo per i viaggiatori stranieri (ad eccezione dei bambini  con eta’ inferiore ai 5 anni) di esibire ai fini dell’ingresso nel Paese un certificato attestante la negativita’ al COVID-19, a seguito di test (molecolare) PCR effettuato a mezzo tampone naso-faringeo entro le 72 ore precedenti l’ARRİVO in Kazakhstan. Il certificato e’ generalmente richiesto anche al momento dell’imbarco nell’aeroporto estero di partenza.
